Mr. McCann is a member of the Firm’s Public Law and Litigation Sections. His practice focuses primarily on municipal and public law work. He serves as general counsel representing cities and other local governmental entities across the State of Texas. He advises our governmental clients in a variety of subject matter areas including open meetings and open records issues, ethics/conflicts issues, zoning and land use regulation, economic development, as well as on procurement, contract, and other general public law issues. Mr. McCann also handles employment law issues and investigation of complaints for municipalities and other governmental entities. Mr. McCann is also an experienced municipal prosecutor and associate municipal judge.

Mr. McCann’s litigation practice primarily focuses on the defense of municipalities and other governmental entities from matters including but not limited wrongful death claims, premise defect, excessive force, ultra vires actions, constitutional claims, employment disputes, and personal injury claims. He has experience in conducting pre-suit and risk assessment investigations on various matters. As well as experience before the State Office of Administrative Hearings representing police departments in employment discharge matters.
