Frank Garza has extensive public and employment law experience in representing municipalities and governmental entities in legal matters involving their business and operations. He has represented his clients in litigation, appellate and administrative matters before various county, district and appellate courts in Texas. He currently serves as City Attorney for the cities of Balcones Heights, Helotes, Hondo,  Karnes City, Kyle, Olmos Park, Rockwall and Terrell Hills. Additionally, he currently provides legal guidance to the cities of Alamo Heights, Leon Valley EDC, Richmond, San Antonio and Windcrest.

Mr. Garza serves as general counsel to various other governmental entities including Brooke Development Authority, Port Authority of San Antonio, City of San Antonio Civil Service Commission, City of San Antonio Police and Fire Civil Service Commission, Alamo Area Metropolitan Policy Organization, VIA Transit Authority, Cibolo Canyon Special Improvement District, Westside 211 Special Improvement District and Westside Development Corporation.

Prior to joining the Firm in 2002, he served as the City Attorney to the City of San Antonio for seven years. As City Attorney, he managed the City’s Legal Department, which included 125 employees, 54 being attorneys. He was directly responsible for advising the City Manager, City Council, staff members and other City officials concerning the legal duties relevant to their office.

Mr. Garza previously served as an Assistant City Attorney for the City of Dallas, where he provided legal representation to all city departments in the employee grievance and disciplinary process, as well as provided legal advice to all city departments in responding to claims and lawsuits involving labor and employment matters. During his tenure with the City of Dallas, Mr. Garza developed the sexual harassment policy, drug testing policy and related policies. He was lead counsel in over ten employment and civil rights jury trials. Also during this time, he argued on six occasions to the Fifth Circuit Court of Appeals and twice to the State Court of Appeals, writing two Briefs in Opposition for Writ of Certiorari to the United States Supreme Court.

He was on the Board of Directors of the Texas City Attorney’s Association, serving as President of the Board in 2013. He is President-elect of the Board of Directors for University Hospital Foundation and on the Board of the Consejo Education Foundation.

Noteworthy

Mr. Garza has taught more than twenty Continuing Legal Education Courses in the areas of municipal law and employment law. Since 2003, Mr. Garza was appointed as an adjunct professor in the Masters of Public Administration program at St. Mary’s University and teaches classes entitled, “Ethics and Public Officials” and “Basics of Municipal Law.”
